What should he do? Rand not included on main debate stage per FOX Business

The campaign already has announced a plan of sorts. But what kind of plan is this?
Paul, a Kentucky senator who has been on the main stage in five previous debates, told CNN he will likely skip the preliminary debate: “I won’t participate in anything that’s not first tier because we have a first tier campaign.”
